The Executive Mayor of Ikwuano Local Government Council, Hon. Anthony N. Nwaubani, PhD, FCA, FCIB, has continued to demonstrate a pragmatic commitment to grassroots economic empowerment through his innovative Monthly Active Poor Support Programme (MAP-SP), an initiative designed to strengthen the livelihoods of residents already engaged in small-scale economic activities.

The programme reflects the Mayor’s understanding that sustainable development at the grassroots must extend beyond physical infrastructure to include deliberate interventions that improve the economic capacity and self-reliance of ordinary citizens.

As a finance expert, Dr. Nwaubani has consistently approached governance from the perspective of practical economic interventions capable of producing tangible improvements in the lives of the people. His Active Poor initiative is anchored on the conviction that empowering individuals who are already economically active, even at the micro level, can generate meaningful benefits for households and the wider local economy.

The term “active poor” refers to people who may be economically disadvantaged but possess the capacity, willingness and initiative to engage in income-generating activities. They are not necessarily unemployed or inactive. Rather, many are already involved in small businesses and micro-enterprises but require modest financial assistance to improve their operations and increase their earning capacity.

In Ikwuano, such individuals include petty traders and small-scale operators selling groundnuts, akara, akpu and other food items, as well as people involved in various forms of informal economic activity. While their businesses may remain within the micro-enterprise category, relatively small injections of capital can enable them to purchase more goods, expand their stock, improve their operations and ultimately increase their daily income.

It is this economic reality that informed the establishment of the Monthly Active Poor Support Programme, through which the Mayor personally supports 11 beneficiaries every month with financial assistance. In addition to the direct financial support, beneficiaries receive a separate transportation allowance to cover their movement to and from the Mayor’s office, ensuring that the cost of accessing the intervention does not diminish the value of the assistance.

Beyond the financial component, the programme places considerable emphasis on guidance and encouragement. Before the beneficiaries receive the support, Dr. Nwaubani engages them in discussions on the principles of running their businesses, the importance of discipline, prudent management of resources, customer relations and the need to continually seek ways of improving their economic activities.

The Mayor’s approach is informed by the belief that financial assistance produces greater impact when accompanied by the right knowledge, mindset and commitment. Rather than treating the beneficiaries merely as recipients of handouts, the programme seeks to strengthen their capacity to become more productive and financially resilient.

The August 2026 edition of the MAP-SP was held on Monday, September 7, 2026, at the office of the Executive Mayor of Ikwuano. The occasion provided another opportunity for the Mayor to interact directly with the beneficiaries, encourage them to remain committed to their businesses and offer them the financial support required to sustain and improve their activities.

Speaking during the programme, Dr. Nwaubani expressed his desire to see the initiative grow beyond his personal contribution, calling on well-meaning sons and daughters of Ikwuano to join hands with him in expanding the scope of the programme and reaching more people across the local government.

According to the Mayor, a broader partnership would enable the initiative to accommodate more beneficiaries and deepen its impact on grassroots economic development. His appeal shows his recognition that sustainable community development is a collective responsibility requiring contributions from government, individuals, philanthropists and other stakeholders.

The Mayor’s intervention is also reflective of a broader economic philosophy that places emphasis on empowering people at the point where relatively modest interventions can produce significant results. By focusing on individuals who are already engaged in productive activities, the programme seeks to maximise the developmental value of limited resources while creating a multiplier effect within local communities.

The beneficiaries of the August edition expressed profound appreciation to Dr. Nwaubani for the gesture, describing the assistance as timely and valuable to their businesses. They prayed for God’s continued blessings upon the Mayor, his administration and everyone contributing to the success of the programme.

The August 2026 edition was witnessed by the Head of Service of Ikwuano Local Government Council, the Council Treasurer and some of the Mayor’s aides, among other officials.

Through the MAP-SP, Dr. Nwaubani is positioning economic empowerment as an integral component of local government administration, demonstrating that grassroots governance can be used not only to provide infrastructure and public services, but also to equip citizens with the means to improve their own economic circumstances.
