Three Years On, Obioma's Constituency Projects Deepen Confidence in Umuahia South

UMUAHIA, ABIA STATE –

Three years into his tenure as the Member representing Umuahia South State Constituency in the Abia State House of Assembly and Chief Whip of the House, Hon. Emeka Tommy Jacob Obioma has continued to attract commendation from constituents and grassroots stakeholders for his interventions across education, healthcare, infrastructure, electricity, water supply, youth development and community empowerment.

The lawmaker, who assumed office in May 2023, has, within the period, combined his legislative responsibilities as Chief Whip with constituency engagements aimed at responding to identified needs across the ten wards of Umuahia South. His interventions have included the renovation of Okwu Primary School, provision of school furniture at Amuzu Central School, sponsorship of constituents for JAMB examinations and other educational support initiatives. The renovation of Okwu Primary School and a borehole project at Amibo Ubakala were among projects formally commissioned in 2024.

Education remains one of the prominent areas of his constituency intervention. Having sponsored more than 70 constituents for JAMB in 2024, the programme was expanded to 255 beneficiaries in 2025. His record also includes support for indigent students, while his legislative intervention in the education sector extends to the sponsorship of the bill seeking to establish colleges of nursing sciences for faith-based and private establishments in Abia State. The bill progressed through legislative consideration after being sponsored by the Chief Whip.

In healthcare and social infrastructure, Obioma has facilitated and supported borehole projects in communities and around health facilities, including Itaja Olokoro, Amibo Ubakala, Ohiya and other locations, alongside interventions aimed at improving access to basic healthcare services. His constituency efforts have also included support for health-related employment and training opportunities, reflecting an emphasis on human capital development alongside physical infrastructure.

The lawmaker's infrastructure footprint has equally featured road and community development projects, including interventions around the Umuopara Ring Road and Abia Tower-Onuimo Road corridor, projects which he publicly welcomed as important to the economic development and connectivity of Umuahia South. The reconstruction of the Umuopara Ring Road was officially flagged off by Governor Alex Otti, with the state government identifying the project as part of its wider rural access-road development programme.

Beyond major roads, Obioma has also paid attention to smaller but highly visible community infrastructure. These include street improvement initiatives, community facilities and ongoing solar-powered street-lighting projects in communities and residential areas across Umuahia South, aimed at improving visibility, extending productive hours and enhancing security. Among the locations associated with his constituency interventions are Agbama Housing Estate and other communities and streets within the constituency, forming part of his broader "Light Up Umuahia South" effort.

His constituency record further includes the plastering and improvement of the Umuba Community Civic Hall, water projects, support for community institutions and other grassroots interventions designed to address immediate needs identified by residents. The projects reflect an approach that places attention not only on major infrastructure but also on facilities that directly serve communities at the local level.

Youth development has also featured prominently in the lawmaker's engagements. His interventions have included support for youths in agriculture, digital skills and other vocational opportunities, while constituents have also benefited from initiatives designed to expand access to employment and economic opportunities. His support for healthcare workers and nomination of young constituents for skills-development programmes further demonstrate the emphasis placed on human capital development.

As Chief Whip, Obioma has simultaneously participated in legislative business affecting the wider state. His legislative responsibilities have included contributing to debates, supporting bills and motions and representing the interests of his constituency on matters requiring government intervention. In 2026, for instance, he raised concerns over erosion affecting parts of Umuahia South, prompting the Abia State House of Assembly to mandate relevant authorities to intervene in affected areas and other erosion-prone communities.

The combination of legislative representation and constituency projects has continued to shape perceptions of Obioma's three-year tenure. His interventions now span education, JAMB sponsorship, school renovation, healthcare, boreholes, roads, community halls, youth empowerment, skills development, employment support, electricity-related interventions and solar street lighting, with projects spread across different communities of Umuahia South.

With three years already spent in office, the focus is increasingly shifting from the initial promises of representation to the sustainability and expansion of existing interventions. For Obioma, the challenge ahead is to consolidate the projects already undertaken, extend development interventions to more communities and deepen the human-capital programmes that directly affect the educational and economic prospects of constituents.

The growing list of constituency projects and legislative interventions has therefore become a significant part of the conversation around representation in Umuahia South, as communities continue to assess the impact of elected representatives through tangible projects, legislative advocacy and responsiveness to grassroots concerns.
